"There's a whiff of snake oil about this. Once again we have been sold a vision only to find it is empty on substance. The Health Secretary cannot promise change to one part of the NHS if it is being built off the backs of the rest of the NHS. This isn't sustainable and it isn't fair on patients or hard-working staff.

"Instead of being evasive, the Health Secretary needs to tell us what departments will be losing out to fund this plan."
